A full meeting of Dudley Council was suspended last night after UKIP Councillor Paul Brothwood defied an order by the mayor to leave the Chamber.
Mayor Dave Tyler had asked Councillor Brothwood to leave after refusing to accept his decision to sit down following a debate on gender audit.
The Extraordinary meeting took place to consider a UKIP-Conservative proposal of having an all-out election.
More than 80% of the public are against it, and it was carried that elections continue to elect one third each year.
