Flats plan for disused library building in Walsall

A former library building in Walsall which has stood empty for a number of years could be converted into new apartments.

HR Developments have put forward the proposal for Walsall Wood Library, on Coppice Road which could see four new two bedroom flats created.

If approved, the building will be extended to accommodate the properties, along with the creation of amenity space, cycle storage and parking facilities.

Earlier this year, permission was granted for a pair of two bedroom houses to be built on the site but that plan was not progressed and this fresh application has now come forward.

Walsall Wood Library was one of nine community facilities that were axed in 2017 by the then administration in the wake of financial pressures. Walsall Council planning officers are expected to make a decision on the proposal in July. Agents Integrated Designs and Associates said:

“The addition of four homes helps to support local services and the local public transport system to the benefit of the local economy.

"Access to jobs and key services such as shops, schools, hospitals, and surgeries are conveniently located from the proposed site reducing travel
distances and dependence on the car.

"Proposals have been designed with the appropriate standards to door and window security to meet Secure by Design standards.

“The scheme will include low water use taps and fittings, high insulation values to reduce heating costs and CO₂ emissions, and the use of low energy lighting fittings.

“Occupiers would rely on most of daily needs being met within walking distance, and for further travel journeys have easy access to public transport and the national transport infrastructure.

“The development provides residential accommodation in a highly sustainable location and brings a under used site back into efficient use without overburdening the existing infrastructure and local facilities.

“We believe that the proposals add to the well-established local area where the demand for good quality residential accommodation is desperately required.”
